Graduates (including GED recipients) who completed all high school education in Lowell School District, OR.
Applicants and their parents or guardians must currently be Lowell School District residents and were Lowell School District residents during years of applicant's secondary education (prior recipients reapplying are not required to be current residents of the Lowell School District)
