Demonstrate financial need; Have a primary residence in Hawaii; Attend a two or four-year college, university, or vocational school; Be a United States citizen or legal permanent resident; Submit a letter from a Department of Human Services case worker verifying your past and/or present placement in foster care within the State of Hawaii or a member of the Department of Human Services verified eli.
